Der Laizismus sieht eine radikale Trennung von Staat und Kirche vor.
Es wäre auf diese Weise einfach Religionsunterricht ganz generell aus den Schulen zu verbannen, so wie Frankreich es tut.
Deutschland hat diese Trennung nicht, kann sich daher nicht gegen religiöse Einflüsse an staatlichen Institutionen wehren.
Das ist nun allerdings keine Begründung dafür, warum das eine besser sei als das andere, sondern nur eine dafür, warum eine bestimmte Sache (-> kein Islamunterricht) in dem einen funktioniere.
(Und das auch nur formal, denn Islam unterrichten kann man ja auch im Ethik-, Philosophie-, Geschichts-, Sozialkunde- und Deutschunterricht.)
