Das ist aber kein "eigenständiger" Buchstabe im Sinne eines "dritten s", sondern das normale große S, d.h. es gibt keine Regel, wann dieses oder jenes S verwendet wird, sondern dies ist einfach das Schreibschrift-S. Dagegen wird beim kleinen s je nach Stellung des Buchstabens auch in antiqua-Texten rundes und langes gewechselt.
